Ampliación de radial Lindora quedará lista en 2019

Ruta pasará de dos a cinco carriles, dos carriles por sentido y uno central para giros. Obra se complementa con la ampliación del puente sobre el río Virilla en la misma vía.

La ampliación de la ruta que conecta Santa Ana con San Antonio de Belén retoma su curso después de tres años de estar estancada.
La UNOPS, ente adscrito a la Organización de las Naciones Unidas, será la encargada de revisar, adecuar y aprobar los planos ya existentes para la ampliación de la radial Lindora, así como la responsable del proceso de contratación y supervisión de la ejecución de las obras, según la autorización de la Contraloría General de la República, anunciada este viernes.

La radial pasará de dos a cinco carriles, dos carriles por sentido y uno central para giros hacia las zonas comerciales. Esta ampliación se complementará con la también ampliación del puente sobre el río Virilla en la misma ruta que dará inicio este mes, sin embargo esta última no pertenece a este contrato.

El Ministro de Obras Públicas y Transportes, Ing. Carlos Villalta Villegas, recibió con gran satisfacción esta noticia, ya que permitirá dar los primeros pasos en la presente administración para ejecutar este proyecto impostergable para el cantón de Santa Ana, para el comercio de la zona y para los miles de visitantes y trabajadores que a diario se desplazan a esa localidad.

La obra para la ampliación de esta vía por la que diariamente transitan 32.000 vehículos, contará con una inversión de $8.5 millones, equivalente a unos ¢4.825 millones al tipo de cambio actual y estará lista en abril del 2019.

Dentro del proyecto se contemplan obras en el puente sobre el río Corrogres y alcantarillado de las quebradas Pilas y Rodríguez.
Desde que el Ministerio de Obras Públicas y Transportes (MOPT) dé la orden de inicio, habrá un plazo de 23 meses para la ejecución completa de la obra.

Empresarios de la zona celebran la noticia del aval de la Contraloría, ya que los embotellamientos afectan no solo la calidad de vida de los vecinos, también afecta la competitividad comercial.

Desde el gobierno anterior se trabaja junto con el Estado para lograr adecuar la infraestructura vial a las necesidades de todos los usuarios. Por esta razón, un grupo de empresarios aportó cerca de $500.000 para la elaboración de planos y relocalización de servicios públicos.

Las empresas Cuestamoras, Forum II, Lindora Park, Matra, Terrazas Lindora así como Urban Partners, son las que han aportado capital, además se contó con el asesoramiento del Consejo de Desarrollo Inmobiliario al inicio del proyecto.

La Contraloría General de la República (CGR) validó el Memorando de Acuerdo que tiene como objetivo la ampliación de la radial de Lindora que une Santa Ana con Belén.

Esto permitirá que el Consejo Nacional de Vialidad (Conavi) y la Oficina de Naciones Unidas de Servicios para Proyectos (Unops) ejecuten las obras, cuyo costo asciende a los $8,5 millones, es decir, cerca de ¢4.600. 

Luego de que el Conavi de la orden de inicio, se tendrán 23 meses para que las obras estén finalizadas.

“Es importante aclarar que previamente ya se había dado el refrendo del puente sobre el río Virilla en esta misma carretera que también se celebró entre el Conavi y la Unops”, dijo Allan Ugalde, gerente de la División de Contratación Administrativa de la CGR.

Así, la vía pasará de 3 a 5 carriles: 2 en ambos sentidos y uno central para girar a los locales comerciales en Bosques de Lindora, en Santa Ana.

La Unops fungirá en este caso como ejecutor del proyecto en forma integral. Al iniciar el proceso, tanto esta oficina internacional como el Conavi deberán definir sus tareas específicas.

Los planos para estas obras están aprobadas desde el 2013, sin embargo a lo largo del camino se han encontrado dificultades para iniciar con la construcción.

Santa Ana history: Was this Spain’s first town in the Central Valley?

SANTA ANA, San José — It’s a geographic mystery 455 years in the making, but most historians agree that the first Spanish settlement in Costa Rica’s Central Valley was built in what is today the canton of Santa Ana.

As you drive down the ultramodern, congested, strip malled road in Lindora today, it’s strange to think that Costa Rica’s latest, greatest address was also the first place Europeans decided to build a fort in the highlands of this unexplored region in the New World. Yet the collision of old and new is part of what makes Santa Ana unique, and it draws new explorers every day.

Columbus landed on the Caribbean coast in 1502, but the Spanish made few inroads into Costa Rica until 1561. In that year, a Spanish conquistador named Juan de Cavallón y Arboleda, who was a governor (alcalde mayor) of Nicaragua, undertook the pacification and settlement of the largely unexplored region to the south, known as Nuevo Cartago y Costa Rica.

Except for the town, the road and the fence, Santa Ana probably a lot like this when the conquistadors arrived.

In January 1561, Cavallón entered Costa Rica from Nicaragua, passing through Chomes, near modern Puntarenas. He marched inland, made camp, and sent out various raiding parties, including one that captured the powerful Chorotega chief Coyoche. The subjects of Coyoche then agreed to lead Cavallón farther inland.

The exact route taken by the conquistadors is impossible to reconstruct, but historians deduce from the topography and the need to avoid attack that they followed ridgelines that would have taken them through the current city of Santiago de Puriscal and into the Santa Ana Valley.

Somewhere here, the theory goes, Cavallón founded the first Spanish city in the Central Valley in 1561, named Castillo de Garcimuñoz after Cavallón’s birthplace in Spain. The location of this settlement is debated, with the most widely accepted theory placing it in the Santa Ana Valley, west of San José, while other research suggests it was farther east, in Desamparados.

Cavallón struggled to overcome resistance from native Huetar tribes, including one major group led by a chief named Garabito. Cavallón left Costa Rica in 1562 and died in Mexico in 1565. The settlement he founded was mostly abandoned after two years, in 1563, when inhabitants moved to the newly founded city of Cartago, Costa Rica’s first capital.

“The problem was that for the Spanish, the indigenous people were very important, because they used them as slaves for labor, and here in this valley there weren’t a lot of natives,” said Jorge Luis Acevedo Vargas, director of the Municipal School of Integrated Arts (EMAI) and author of a history called “Santa Ana: Sociocultural Resources.” “They had no labor, and so they moved the city two or three years later to the Guarco Valley (Cartago).”

The Santa Ana region was further colonized in the 17th century, when the Spanish crown ceded the land to Jerónimo de Retes, an official in Cartago. The name Santa Ana is first mentioned in the Protocols of Cartago in a letter dated Dec. 1, 1658, when the marriage of José de Alvarado to Petronilla de Retes, daughter of Jerónimo, brought part of the area into the couple’s possession.

Not long afterward, the land passed to Ana de Retes, Petronilla’s sister. The city was apparently named after St. Anne (Santa Ana), the mother of the Virgin Mary, possibly because Jerónimo felt a special affinity for the saint after whom he named one of his daughters.

In 1750, the Retes family sold a large piece of land — where a zoo called the Santa Ana Conservation Center stands today — to a doctor and priest named Juan de Pomar y Burgos. In 1765, this priest built a house, known as La Casona, that is still standing, as well as a chapel.

The property changed hands a couple of times until it came into the possession a priest named Ana Tiburcio Fernández Valverde. Fernández remodeled the old chapel and opened Santa Ana’s first church in 1850. It had a bell forged in London and a huge wooden door with a hatch through which confessions were heard.

The village of Santa Ana arose around this hacienda, although the “centro” later moved east around 1880, when the church that still stands there was completed. The Parish of Santa Ana became part of the Archdiocese of San José in 1885, gaining ecclesiastical if not political independence from its old master, Escazú.

Héctor Aguilar, an architect who owns the Casa de Antiguedades antique shop a block from the church, said the stones to build it were quarried in Piedades de Santa Ana, and a very unusual mortar was used.

“They used a chicken farm, because the mix they made to mortar the stones is called calicanto — it’s sand, egg whites and lime,” he said. They used the egg white, not the yolk, “because it’s sticky; they used it as an adhesive,” he said. “So they had a farm just to lay eggs and make the mix.”

Aguilar also recalled one of the most famous legends from this region, the story of the “Flooded Mine,” several versions of which are also recorded in Acevedo’s book.

“Some men came and they took slaves from India and from Pacacua, from Ciudad Colón,” Aguilar said, quoting the legend. “And so they made tunnels to dig gold, that’s why they call this place Río Oro. … They told the slaves that as soon as they found a certain amount of gold, they would be freed. And they found the right amount of gold, but they never freed them.

“So they (the slaves) diverted the course of the river so that the river would fill the mines and flood them, fill them with sediment. So the mine is called the ‘Mina Ahogada’ (‘Flooded Mine’ or ‘Drowned Mine’).”

In 1869 an Englishman named Robert Ross Lang acquired the old Fernández property, which became known as Hacienda Ross. Ross used an existing sugar mill on the grounds to produce cane syrup, which he sold to the National Liquor Factory (FANAL), according to an online history of the Santa Ana Conservation Center.

Because of a relationship between the Ross family and Minor Keith, who built a railroad from the Central Valley to the Caribbean that was completed in 1890, Hacienda Ross was said to have been the first settlement ever for railroad workers in Costa Rica.

Robert Ross died in 1907, the same year the canton of Santa Ana was proclaimed in the province of San José, officially gaining independence from the canton of Escazú.

The following year, a contract was signed to build Costa Rica’s second hydroelectric plant, in nearby Brasil. It was completed in 1912. Electric streetlights came along in 1913.

The cultivation of onions, for which the canton was long known, was believed to have been introduced around 1915. People from Santa Ana were often called cebolleros, “onion farmers.”

In 1918, Santa Ana was a major stronghold of the rebellion against the dictator Federico Tinoco Granados, who seized power in a military coup in 1917. According to Acevedo’s history of Santa Ana, clandestine planning for an armed uprising against Tinoco occurred at the adobe casona of Alberto Zamora, whose family still owns a winery near downtown Santa Ana today.

Among the leaders of the revolt were Jorge Volio Jiménez, a priest who is commemorated today by a statue outside the Municipal Palace of Santa Ana. Tinoco was deposed in 1919.

Meanwhlie at the old Ross hacienda, Robert’s heir Alejandro Ross Davidson planted rice, coffee and sugarcane. By 1918, he was one of the biggest sugar producers in Costa Rica, and he began exporting coffee from the harvest of 1932-33. This property would eventually become the Santa Ana Conservation Center, a zoo and agricultural museum.

Costa Rica’s first international airport opened in 1931 at Hacienda La Lindora in Santa Ana. With the paving of the highway, beginning in 1934, the old pueblo of Santa Ana was modernized and became an international gateway for Costa Rica. The main airport moved to La Sabana in 1940 and to Alajuela in 1958.

Santa Ana played an important part in the 1948 civil war between revolutionary backers of José Figueres Ferrer and Rafael Calderón Guardia, leader of the party then in power. One of the leading figures from Santa Ana was Marcial Aguiluz Orellana, a Honduran of humble means who had opposed dictatorships in Honduras and El Salvador before coming to Costa Rica, where he married the daughter of the owner of the haciendas of La Lindora, which he eventually inherited.

He fought on the winning side of the Figueristas in 1948, and in 1955 he led a group of santaneños against a counter-revolutionary movement launched by Calderón with the aid of Nicaraguan dictator Anastasio Somoza García.

Aguiluz later served in the Legislative Assembly and helped found the communist-leaning Socialist Action Party (PASO), along with communist leaders he had opposed during the war. He ended up donating much of the property in Lindora for charitable and civic causes, and he was declared a favorite son of the canton of Santa Ana in 1982, four years before he died.

A “romantic era in Santa Ana communications” ended, according to Acevedo’s book, with the arrival of the first “automatic telephones” in 1966 and the closure of Don Pepe (“The Electrician”) Hidalgo’s old manual telephone.

“One of the few public telephones in the canton was located in Don Pepe’s house,” Acevedo writes. “Since the telephone was installed in a room where Don Pepe had a barbershop, conversations were generally in the public domain.”

Santa Ana was official recognized as a “city,” no longer a “villa,” and the seat of the Santa Ana canton in 1970. The following year, the traditional name of the area, “Valley del Sol,” or “ Valley of the Sun,” was officially adopted by the Municipal Council.

“As in the pre-Colombian era,” Acevedo writes, “the Santa Ana of today continues to be a strategic corridor. In June of 2003 a contract was signed to build the longed-for San José-Caldera highway, turning Santa Ana into a major crossroads and considerably shortening the distance between the provinces of San José and Puntarenas….

“Nevertheless, what appears to be progress for the canton could turn into a double-edged sword, worsening congestion in the streets of the city and contributing to ill-planned and excessive urban growth.”

These appear to have been prophetic words, as the one thing seemingly everyone complains about in what was once a tiny Spanish pueblo … is the traffic.

Why historic Santa Ana is Costa Rica’s hottest boomtown

SANTA ANA, San José — Just south of Lindora’s Miami-style “Golden Mile,” past the coming-soon Maserati dealership, the Quizno’s, the Taco Bell and the Caterpillar lot, there’s a centuries-old village anchored by a church built in 1880, right next to a classic fútbol field.

Many historians believe Santa Ana was home to the first Spanish settlement built in Costa Rica’s Central Valley, in 1561. Today it is among the most modern, wealthy and cosmopolitan neighborhoods in the country, with high-end shopping malls, gourmet dining and a championship golf course.

Drive just a bit further south, uphill past Salitral, and you’ll see chickens crossing the road on a grade so steep it will strike fear into your heart, though you’ll marvel at the stunning views of the valley below.

Welcome to Valle del Sol, a name officially adopted by the canton of Santa Ana in 1971 — home to millionaires, onion farmers, traditional pottery makers, urban professionals, a growing number of expats and Costa Ricans of all descriptions.

“The best thing about Santa Ana is that it still retains a fair amount of its agricultural, rural heritage,” said Eliot Greenspan, a travel writer who has lived here 15 years and runs a business booking custom vacations in Costa Rica. “And the worst thing about Santa Ana is it’s losing it rapidly.”

The Tico Times has chosen Valle del Sol to launch a new series called “Costa Rica’s Least Known Greatest Places” — destinations that are genuinely worth visiting but are off the beaten tourist track. In upcoming articles, we’ll be looking at the history of this valley, visiting two animal sanctuaries and a local pottery factory, exploring why it’s such a popular place to buy or rent property, and meeting some of its local personalities.

So why is Santa Ana such a great place to visit or live? Spend a little time asking this question here, and you’ll get three answers:

Location: It’s outside San José but not too far outside, close to the airport but an hour from the beach.
Climate: It’s warmer and drier than Escazú or San José, but not as hot as the coast.
Nature: Green space abounds in the nearby hills, though you’re minutes from the glitzy malls.
“It still has the charm of a pueblo,” said Volker Alsen, the German travel writer who owns the Posada Nena Hotel in Santa Ana, along with his Venezuelan wife Minerva. “It has its market on Sundays. There’s always lots of activities, there’s always live music on the streets.

“So the town offers a lot for its size, and the climate is one of the best, because it’s not very hot, but hot enough that it’s not cold. There’s less rain, but enough rain to make everything green, and it’s close to San José, close to the beach, close to everything.”

Gerardo Oviedo, the three-term mayor of the municipality, said Santa Ana is reputed to have the second-best climate in Costa Rica (after Atenas, supposedly).

“Some people call Santa Ana a city on the beach, only we don’t have the sea,” he said.

Aldo Annese, the president of the local chamber of tourism and manager of the swanky Studio Hotel, said Santa Ana offers “a perfect balance between work, family, security, health.”

“You have your neighbor that has a rooster and has chickens and gives you fresh eggs every morning,” he said. “And he has a turkey that you can show the kids, and has a pig.”

For travelers who are new to Costa Rica, Valle del Sol can be a cultural bridge between the comforts of Europe and North America and the more rugged, less air-conditioned Costa Rica. You can easily find friends here who speak English, and even more who can help you learn Spanish. Opportunities abound for shopping, dining and sight-seeing, and it’s a short trip to the country’s main international airport, the capital and the Pacific coast.

It doesn’t hurt that in the United Nations’ 2016 Human Development Index for Costa Rica, the canton of Santa Ana ranks No. 1 in the country, based on life expectancy, education and living standards.

Santa Ana also has some of the most prized real estate in the country. The last president, Laura Chinchilla, lives here at Villa Real, said to be the nicest condominium complex in Costa Rica, and well-to-do expats of all stripes have flocked to the area.

Like any city, Santa Ana has its problems, including persistent traffic jams, drugs and crime. Mayor Oviedo said Santa Ana has attracted a lot of residents with big buying power, with condominiums and deluxe homes, and this has attracted thieves.

“We’ve tried to remedy that with the Municipal Police, installing cameras, working more closely with the Ministry of Public Security, but still there’s a perception of insecurity,” he said.

Santa Ana retains its small-town Costa Rican quirks, as illustrated in an anecdote related by hotel owner Alsen. He pulled out a homemade 2010 map of Santa Ana, which he says was accurate at the time, with Avenida Central running along the north side of the central church, and Avenidas 1, 3 and 5 to the north and Avenidas 2, 4 and 6 to the south.

But Google Maps came out with a map that placed Avenida Central along the south side of the church, with all other avenues thrown off by one block.

So the city of Santa Ana, according to Alsen, rather than tell Google to correct its maps, put up new street signs to match what Google said!

Mayor Oviedo disputed that story somewhat, saying that while there might have been some confusion about which street was Avenida Central, the final decision was made by the national post office.

“Avenue Zero, we weren’t completely in agreement on where that was,” he admitted. But, he said, “The determination of which streets are which was made by Correos de Costa Rica.”

The street signs went up just a few months ago — yet another modern touch for a town steeped in history.

In the old days
Before Highway 27 connected San José to the Pacific coast, there was an old highway from La Sabana in west San José to Escazú to Santa Ana to Piedades to Villa Colón and beyond — originally an oxcart trail in which the towns were said to be spaced a day’s journey apart.

In the old days the roads were unpaved, the rivers had no bridges, the land was undeveloped and a lot of people got around on horseback. Today this stretch is lined with prime commercial and residential real estate.

Old-timers who grew up here say the pecking order of social status started in Escazú to the east and went downhill from there to the west. A lot of people in Santa Ana described themselves as cebolleros, “onion farmers,” but people from Escazú sometimes used the word like a taunt.

The cebolleros eventually got even by trading in their onion fields for some of the most exclusive condominium complexes in Costa Rica. But their revenge backfired a bit when the nouveaux riches santaneños found their new BMWs stuck in infuriating traffic jams, especially along the Lindora road between Santa Ana and Belén.

Location, location
Though the term is somewhat vaguely defined, Valle del Sol (“Valley of the Sun”) is a traditional name for the Santa Ana area that was officially adopted in 1971. Santa Ana is the name of both the principal city and the canton, which was found to have close to 50,000 inhabitants in a 2011 census. The districts within the canton are Santa Ana, Salitral, Pozos, Uruca, Piedades and Brasil. Of these, Pozos (home to the jam-packed Lindora road) is the most populous.

The canton of Santa Ana encompasses just over 60 square kilometers, and its centralized location between San José and the coast is a big draw for many.

“Living here,” said Greenspan, “what we do sometimes is leave at 6 o’clock in the morning and be on the beach in an hour and a half, go down for the day and then come back.”

The Sunday morning farmer’s market in downtown Santa Ana is very popular, as is the Tuesday evening organic market in nearby Ciudad Colón.

You can go golfing or play tennis at Parque Valle del Sol. You can catch a film at one of two new movie theaters. You can visit either of two animal sanctuaries.

Drive 10 minutes south of Santa Ana and you’ll be climbing a mountainside that in most places is too steep to build on, so it’s covered in Costa Rica-style emerald forest.

Not that you’re likely to see one, but there are mountain lions in these hills. Just look at a Google map, and south of town you’ll see a vast area of green mountains where roads and towns are almost non-existent. This being Costa Rica, that means the area is teeming with birds, mammals, reptiles and other wildlife.

The ridge known as “Las Eólicas” (“The Windmills”) is a popular picnicking and hiking area, and there are typically great views on the way up, though you may soon find yourself in the clouds, unable to see anything below.

Santa Ana has some standout hotels, including one that displays one of the finest private art collections in Costa Rica. Some of the top hotels, and some of the dozens of excellent restaurants, will be reviewed in a future article in this series.

Bottom line
Santa Ana may not have a beach, a volcano or a chocolate tour, yet it’s a fascinating window into the genuine Costa Rica, past and present, the kind of place where people want to live after they’ve visited the rest of the country.

Rich as it is in history, in many ways Santa Ana represents the future of Costa Rica. Tourists will always head to the beaches, but close to three-fourths of its citizens will continue to live in the Central Valley.

Santa Ana, in places, may increasingly look like Miami, with gleaming glass office towers, tech companies, luxury hotels and expensive restaurants.

But it will always be hemmed in by green mountains, and there will always be chickens, turkeys and pigs.

El día de hoy en el marco de la celebración del Día Mundial del Ambiente, la Municipalidad de Santa Ana realizó la izada de su Bandera Azul Ecológica que incluye 4 estrellas blancas galardón cantonal y 1 estrella verde galardón hogares sostenibles, otorgada por el Instituto de Acueductos y Alcantarillados.

La categoría cantonal del Programa Bandera Azul Ecológica busca reconocer los esfuerzos cantonales en materia ambiental, promoviendo el desarrollo y creando una visión colectiva para el fortalecimiento de capacidades en el sector educativo, empresarial y comunitario.

Cada cantón deberá involucrar a empresas, centros educativos y hogares para obtener de unas hasta cinco estrellas que representen su compromiso con el cuidado y preservación del medio ambiente.

“Nuestras acciones en materia ambiental durante los últimos siete años evidencian el compromiso por una gestión ambiental que ha sido sobresaliente en sus logros y que nos permitió contar con una labor cotidiana para lograr los insumos que se califican en el Programa Bandera Azul Ecológica. Y hoy vemos que esta orientación influye en centros educativos, hogares y empresas que aprenden con el ejemplo de una municipalidad exitosa en materia ambiental” indicó Gerardo Oviedo, Alcalde de Santa Ana.

La actividad contó con la participación de centros educativos del cantón, empresas de la Alianza Ambiental Santa Ana, la Asociación de Personas con Discapacidad para el Progreso de Santa Ana, la Asociación Empresarial para el Desarrollo, la Cooperativa Cogestionaria de Salud, el Área Rectora de Salud, y representantes del Instituto de Acueductos y Alcantarillados.

  • Los Chiles, Guatuso y Turrubares ocupan los últimos tres lugares entre los 81 municipios

Entre las 81 municipalidades, la de Santa Ana es la que registró una mejor gestión durante el 2013, de acuerdo con el ranquin anual que realiza la Contraloría General de la República.

En segundo lugar quedó San Carlos y en tercero Cartago, los tres obtuvieron por primera vez calificaciones superiores a los 80 puntos en una escala de uno a 100.

La medición asigna puntos según su labor en cuenta a desarrollo, gestión institucional planificación, participación ciudadana, rendición de cuentas, desarrollo ambiental y servicios económicos sociales.

Las municiapales de Los Chiles, Guatuso y Turrubares fueron las peores calificadas en el ranquin con puntajes inferiores a 40.

En promedio la calificación fue de 56,3 puntos, solo un 1,2 por encima de la registrada en el 2012.

Mientras que 17 no superaron la barrera de los 45 puntos, principalmente por yerros en el control interno, la prestación de servicios de parques, rendición de cuentas, planificación, recursos humanos y tecnologías de la información.
